Mr. Acheson.

As you will see from the attached copies of
minutes, Mr. Acheson in June 1937 informed me that the
proposals which I had made as regards Audit
salaries had been accepted by the Governor and
2A formally approved by the Secretary of State.

You have
now informed me that Mr. Acheson's statement was
incorrect as regards Q above and that the Governor had
only promised consideration when a vacancy occurred.

Had I known this earlier, I should of course have
pressed for a definite decision as soon as I knew
that Mr. Dallin was retiring;
the substitution of one lower grade officer for one
higher grade (Senior Assistant Auditor) was intended
to be contingent on the remaining Senior Assistant
Auditor getting the higher emoluments which I had
recommended so as to place him in a proper relation,
as regards emoluments, to similar officers serving in
Tropical Africa after making allowance for the fact
that the latter get free quarters and that the cost of
living in Hong Kong is considerably higher than in
Tropical Africa.
Could a decision on this be taken before I recommend
the selection of an officer for appointment as Assistant
Auditor instead of someone else as Senior Assistant
Auditor?
The scale for Senior Assistant Auditor mentioned
in the Vacancy Form compares as follows with the
existing scale for the first and second Assistant
